Overview
Harmoni: Towards Inclusion and Resilience Activity, awarded in July 2018, is a five-year program funded by the United States Agency for International Development (USAID) Indonesia and implemented by Management Systems International (MSI), in collaboration with Love Frankie and Search for Common Ground, and in partnership with several Indonesian civil society organizations (CSOs) and government agencies.
Harmoni aims to increase Indonesian society’s resilience to intolerance and violent extremism by supporting communities and key institutions to increase their awareness of related risks, develop more effective tools and systems to bolster tolerance and counter the influence of violent extremist organizations, and enable the disengagement and reintegration of these organization’s former members and supporters.
Context
Indonesia continues to face challenges related to radicalization and violent extremism despite ongoing government efforts in prevention, rehabilitation, and reintegration. Agencies such as BNPT, Densus 88, and the Directorate General of Corrections (DGC) have played key roles in managing convicted terrorists (napiter) and preparing them for reintegration. However, uneven institutional support—particularly for Pembimbing Kemasyarakatan (probation officers)—has hindered comprehensive reintegration efforts.
Given the growing involvement of women and children in extremist networks, strengthening the capacity of rehabilitation and reintegration actors has become increasingly critical. The HARMONI project addressed these gaps by enhancing coordination between government institutions, local CSOs, and communities, ensuring that both prevention and reintegration strategies were inclusive, sustainable, and human rights–based.
Objectives
- Increase community capacity to identify and actively prevent acts of intolerance and violent extremism
- Improve systems and coordination for the rehabilitation and reintegration of radicalized individuals and their families
Key Activities
- Strengthened critical thinking and media literacy among students to counter misinformation and promote civic values.
- Fostered intergroup tolerance and dialogue through community and campus-based initiatives.
- Supported multi-stakeholder task forces at national and local levels to coordinate P/CVE efforts.
- Developed and tested tools, guidelines, and training materials for rehabilitation and reintegration programs.
- Built the capacity of CSOs, probation officers, and educators to support reintegration processes.
- Conducted policy advocacy to enhance government commitment and funding for inclusive reintegration programs.
- Strengthened CSO networks and journalist capacity to responsibly report on rehabilitation and reintegration issues.
