Harmoni: Towards Inclusion and Resilience Activity, awarded in July 2018, is a five-year program funded by the United States Agency for International Development (USAID) Indonesia and implemented by Management Systems International (MSI), in collaboration with Love Frankie and Search for Common Ground, and in partnership with several Indonesian civil society organizations (CSOs) and government agencies.<\/p>

Harmoni aims to increase Indonesian society\u2019s resilience to intolerance and violent extremism by supporting communities and key institutions to increase their awareness of related risks, develop more effective tools and systems to bolster tolerance and counter the influence of violent extremist organizations, and enable the disengagement and reintegration of these organization\u2019s former members and supporters.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Indonesia continues to face challenges related to radicalization and violent extremism despite ongoing government efforts in prevention, rehabilitation, and reintegration. Agencies such as BNPT, Densus 88, and the Directorate General of Corrections (DGC) have played key roles in managing convicted terrorists (napiter) and preparing them for reintegration. However, uneven institutional support\u2014particularly for Pembimbing Kemasyarakatan (probation officers)\u2014has hindered comprehensive reintegration efforts.<\/p>

Given the growing involvement of women and children in extremist networks, strengthening the capacity of rehabilitation and reintegration actors has become increasingly critical. The HARMONI project addressed these gaps by enhancing coordination between government institutions, local CSOs, and communities, ensuring that both prevention and reintegration strategies were inclusive, sustainable, and human rights\u2013based.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t
